P0147 O2 Sensor Heater Circuit Malfunction (Bank 1 Sensor 3)

An obd II scanner pulled the following code: P0147. Are there any simple ways to test for what the cause of the code is? I have a shot list of there possible causes: 1.-Oxygen sensor defective 2. -Poor connection at oxygen sensor, 3.-Check circuit-fuse.

Is any one of the above causes most likely the problem? I don't currently have many diagnosing utilities.

Also, a light is on continuously while the car is on for BRAKE, which is usually a light on when the Emergency brake is applied. For about the past two months, when the Emergency brake is released, the indicator light for it remains on. Could the Emergency brake light being on and the error code P0147 be resolved with the same fix?
