84' 944 starter?

i have an 84 944; i was having random no starts, i would turn the key, dash power came on, no crank, or noise from the starter. pinpoint at s terminal while cranking shows 5v, b terminal shows 12v; has to be starter, right? put new starter in, no start, then it starts and works fine.

where would i look for intermitant short?
could it be the ignition switch?
