2000 Accent heater blower problem

2000 Accent heater blower doesn't work when initially turned on, usually kicks on after about 5 minutes. Happens regardless off setting of fan speed control.

Once running doesn't quit, not noisey.

Problem with the blower motor itself or in controls? How difficult to change?
