Exclamation 97 TC programming key fob

Hey everyone happy 4th, i need help getting my Tc in programming mode to program my key fob. i've tried key on key off 10 times - nothing. pulled dor panel to check for set button, nothing. i even checked for shorts / open nothin. touch pad works all locks work.
PLEASE SUGGEST SOMETHING (thats my dads car and i have to fix it asap.)

Enter 5-digit permanent entry code into keyless entry pad.
Within 5 seconds depress the 1/2 button on keypad,all doors
should lock and unlock to confirm programing mode.
Press any button on transmitter within 5 seconds,all door locks
will cycle to indicate successfull prigraming of transmitter.
Press 7/8 & 9/10 buttons simultaneously to exit programing mode.

Hello

Not sure on the 97. On the earlier 90s town cars there is a grey connector behind the glove box, you need to jumper to force the system into program mode. We were talking about this extensively a while back in the forum. Should be able to find full instructions back there.
