Non-Rotating Wheel Covers

I'm looking to buy some non-rotating wheel covers. Not the advertisement kind that you put a sticker on, but ones that essentially look like high-dollar wheels that just don't rotate when you drive. Does anyone know of a website?

No, I found out they're called floaters. I still don't know if there are wheel cover kinds, as opposed to replacing the wheels themselves. They do not appear to spin, even when the car is in motion. The covers look like the vehicle is stopped when its tires are moving. Thanks.
