Marker plate bracket

Hi
Just bought my First Jetta, 02 gls 1.8t Manual trans, the state I bought it from did not use a front Marker plate, I bought the bracket at the Dealer but no screws or directions came with it. It looks like I have to drill like a 9/16" hole in 2 places for the mount tab to go into.

Also, I'm getting a slight noise from the left front while turning right on the highway, gets quieter when straight and less when turning left - do these VW's have issues with the Front Wheel bearing/ Hubs ?
Other than that, I love the car !
