92 grand voyager belts comes off when traveling through water, 3.3 engine

Can anyone tell me what can be done to keep this belt on. I see info on 1997 and above but my brother has a 92 grand voyager. I have reinstalled his belt 3 times now. The tensioner seems to be nice and tight, not loose. Im just waiting for him to call me again because rain is in the forecast for today. Any help would be greatly appreciated
