2001 Grand am Horn problem

Ive tried to search the forum to find a problem like mine but I cant, but I hope someone can point me in the right direction. All my fuses are not blown, my relay works fine because I switched it out. The problem is that my horn will not work when I press is. I have taken out the airbag and jumped a wire behind it from the wire for the horn to the ground and it doesnt work. But when I jump a wire from the relay my horn will work. So I know it had to be a problem from my horn pad to the to the relay and not after it. It doesnt work when I press it and turn the wheel at all. Im not sure if that rules out a clock spring. Im also not exactly sure what the clock spring is. Im assuming it is where I jumped the wire behind my airbag.

Are the contacts on the clock spring clean ?
Are thier breaks in any wires ?

Does sound like the horn buttons not working... Or the clock spring contacts.

There are no breaks in any wires, I dont know if the clock spring is clean because im not sure what it looks like. Is the clock spring in the hole the wire for the horn goes into?
