Should be underneath the dash area on the driver side. At the very bottom of the dash. It might be behind some carpeting or something. But it should be in the general area where the carpet from the floor starts to meet the bottom of the dash.
There are many many tools you can buy. I bought one for about 25 bucks off Ebay, works great for me, all it does is read codes and give you the ability to clear them, and thats all I need. You just need an OBD II compatible reader. Also you should be able to go to any major auto parts chain store, Autozone, Oreilly, NAPA, etc, and they can read the codes and tell you what they are.
