Red Flashing Coolant Light

can anyone help me I have no idea about cars.... I have a 2000 2l Beetle my coolant light came on flashing red last night and was beeping, I stopped and checked the water it was full. the fans are running constantly now and the light is still flashing does anybody have an idea what this could be?
