Steering problem

Does anyone know what can cause one wheel to go one way and they other wheel to go in another direction. I mean i can physically turn one independent of the other Could the power steering rack be shot if car is jacked up on one side i can turn that wheel in and out while other side is one the ground thank you for any help

I'd have to vote for the rack. I've never heard of that happening before.
