1999 ford windstar lx engine cuts out 4000rpm

when i am sitting in park and rev the engine, the engine cuts out at about 4000rpm. any idea what would cause this?

That is to prevent fron over revving the engine. It is supposed to be that way. It will not do that under load in driving conditions. Only idle.
