White cloud on black paint

Hi Guys,
I love my Honda and it has been great for the last 6 years. I am guilty of not taking good care of the car though.
I noticed a white spot appear on the roof of my car a while back. I thought that it was some salt deposit and did not try to find the cause. Over time it has grown in size and in now in shape of a big white donut ring. I am not sure if it is some problem with the paint or if it is related to not waxing the car for over a year. Can you guys help me understand what it is and how to fix it.

Your time is greatly appreciated....

your clear is oxidizing... only way to truely fix it is to re-clear it.... although a wet sand and buff will help a ton with it not spreading so fast

So this is more serious than I initially thought...

Well I brounght a 2000 grade sand paper and wetsanded it. I then buffed it with "3M Finish Resotorer Professional Formula" which they claim safely removes light oxidation. The mark though much lighter are still there. Probably I need to do it many more times to see a significant improvement.
I dont think I can charecterize my oxidation as light... So can you give me pointers on re-clearing..
Is it a DIY procedure or should it be done by a professional body shop?
Will I have to re-clear the whole car or can a small area be recleared?
Approx how much would it cost?

without paint and body experiance.. DONT do it yourself... pay a shop to... if they cant get it out without breaking through the clear they will also need to repaint it.. no biggie.. what kind of car is this? Cuz i know on my 5th gen coupe the roof is broken up by 2 molding strips so a roof repaint and clear is easy as cake.

ok, then yes it shouldnt be that expensive and any shop could prolly do it for you in about a day.
