1995 Oldsmobile 88 Start problem

Okay, this problem doesnt happen all the time, but it does happen. Worst part is it happends sometimes not even 5 minutes after I have the car running. But anyway.

I go to start the car, I put the key to the start position and all the "Idiot" lights come on. it sounds like something is engaging under the hood, but the car doesnt turn over..attempt to start, anything. and the Security Idiot light comes on and stays on when all the lights should have gone off.
Sometimes while im driving the security light comes on and stays on but goes off or sometimes it doesnt. if I turn the car off while the light it on chances are the next time I try to start it, it wont start. But if I leave the key into the spot just before the start position and the security light goes off. If I pull the key out and try it again sometimes it will start. Or sometimes the security light will just come on and the car will go back to how it was. Sometimes if I let the car sit for a while like 5-10 minutes it will start. Sometimes It wont. Sometimes i go days without this happening and the car starts right up. Other times it wont start after everytime I turn the car off.

What could be the problem? and how can it be fixed?

Thanks for your help.

I did that. One works better then the other. And how much roughly did it cost to get that fixed?
And I've had this going on for like 2-3 years because it was my grandma's car. She had it to like 3 garages not GM based though, and they couldnt find the problem.
