96 with possible electrical problems

The GF drove her Cav through a puddle a bit too deep last saturday (had some horrible rain....most of the neighborhood was under almost 2 feet of water for about an hour)

Anyway, her car is sputtering and stalling out, today it was running great...put a little gas in it and started heading back home and it stalled out at a light, then started and began sputtering...stalled just as I pulled off the road.

I can only assume that this problem is electrical because the cluster lights all come on randomly (as if the car is initially being started, gauges hit zero then climb back up when lights go off)

Also...I'm not sure what relay or switch unit is inside the passenger side fender area (not visible from the engine compartment) but whatever is in there just began making a very loud clicking noise...like a woodpecker.

oh, and the check engine light is on (obviously) but the device I rented to read the error codes couldn't link with the computer...kept giving the same link error....
