RIMS Question - COROLLA s 03

Im looking into buying rims for my 03 corolla s and was wondering what would be better regarding maintaining performance, quality, and speed. 17inch or 18inch?

will the width of the tire/rim effect the cars speed, performace, etc....?

also

any1 wanna give me a summary of rims & tire 101 (how they work)?
