98 Blazer headlight problem

My buddy has a 98 Chevy Balzer with a headlight problem we need help with. When the Day Time Running Lights are on he he gets a high beam on one side and low beam on the other and it is the same when the headlights are on. When we looked into it there was a jumper wire from his right side fog light to his right head light, we disconnected it and now have no head lights at all. We have current up thru the fuses. I was thinking it was the head light swicth (it has the older model switch not the mutli-function lever switch). Any help we can get would be great.
