Stuck Seatbelt

I have a 99 Sienna XLE. Seatbelt on the second row passenger side is stuck. It only opens little bit and then stops. It appears something it stopping it from being release.

Is there a way to open the side panel to find out what is stopping it? Does the side panels pop out or there is another way to take them out?

I pick the symbol thought to be as confusing as I was about my problem with stuck seatbelt. If it has offended any one, I am really sorry.

Does anyone know how to remove the side panel near the center passenger side seats? Need to remove it to have a look at the stuck seat belt. I have the repair manual but it does not show how to remove the panel.
