Remote won't program 2000 Suburban

I bought a new remote and went throught the steps Held unlock, turned key on off on off, let go of unlock doors locked , unlocked Held unlock and lock on the remote doors locked , unlocked turned ignition on and offremote still does not work, I thought maybe a bad remote but it does make the doors lock/unlock while programming. It is a 2000 Suburban and the remote is GM #15732803. Any help would be appreciated
