steering column will not lock in place

I have a 94 skylark and the steering column will not lock in place and you can move it as you drive. My son drives the car daily to college and am seeking advice as to where to start and correct this issue. I am use to working on vehicles so i can use a wrench. Any advice would be admired!!!!!!

There are two metal things that hold the wheel in place. They're probably broken. If you have to remove the steering wheel, I'd leave it to a pro to repair.
