1999 Saturn SL1 - power locks rattling, windows not working

Car: 1999 Saturn SL1, 1.9L 4 CYL, ~70,000 miles.

Both the power windows (all 4) and power locks started acting up around the same time, so I can't help but think the problems are related. I've checked fuses and all look fine.

Power locks: When I activate the power locks (either with the keyfab or lock/unlock buttons on the driver side), often one or more (sometimes all 4) of the locks on each door will rattle, as if they're struggling to lock/unlock. The rattle usually lasts between 2 to 10 seconds. This isn't limited to activating the locks with the driver side door. For example, if I press the lock/unlock button on the passenger side door, or a rear door, that lock will often rattle for several seconds.

Power windows: All four windows are acting up. The driver side window went down and then stopped half way. There is now no motor sound when I try to raise or lower it. (This was the last window to go.) As for the other 3 windows, I can hear their motors run when I raise or lower them, but they often get stuck going down or get stuck going up. It's as if they're off track, because if I jiggle them and then retry, they'll usually go up or down the rest of the way with no problem.

Any ideas? Is it just a coincidence that the locks and all 4 windows started acting up around the same time, or could that be diagnostic of something?
