no headlights
On 1996 Windstar we have daytime running lights but we have no dims or brights. 'Flash to Pass' does work. Does that sound like the cluster switch or the headlight switch?

i'd say it's in your switch..have you checked all fuses??

You mean the headlight switch or the bright/dim/pass switch? Is there a circuit breaker for the headlights? Apparently the daytime running lights have a 15 Amp fuse? I will check out the fuses/breakers better. Is the daytime running light filiment the same filiment as the dims? Sounds stupid but I am getting confused

It turned out to be the headlight switch itself. I'm out in the boonies with no wreckers nearby so I removed the switch and WD40ed it real good. It is back in there and working fine. Thanks a bunch.
