power steering total failure

We are working on my friends 1996 Windstar. His power steering had toally quit; there wasn't any assist at all. He says the pump didn't seem that noisy. He checked the fluid level and it was down but not a ton. He put some Lucas Power Steering Stop Leak in (thick like honey). It didn't help. He drove for quite a ways on the highway with no power assist.
When I removed the res cap the level was quite low in there; I could see the pump works. All we had out here in the boonied was more of the thick sealer honey which we put in there. There seems to be a leak from a hose below the radiator now. It is foaming big time; burping out of the top of the res cap. There is zero power assist. Do we start with the leak and then go from there? Does it sound like a bad pump (wouldn't it have been real noisy when the failure first occurred? Is the pump probably toast now have run dry like that? Can it be the ram or...? There doesn't seem to be any leakage under the vehicle below the ram etc.

Always start by fixing the leak first. If you fill the reservoir but still have a leak, it can introduce air into the system that will cause foaming. Foaming causes overheating and loss of P.S.
