No fan speed on low and low/medium but fan works on med/high and high

2000 Cavalier Z-24. The fan does not work on low and low/medium. Not sure if there is s heat sink involved like the old school stuff or what. Also check engine light and traction control light is on and the cruise does work as someone had said awhile ago that the cruise would not work if the traction control light was on. Could it be a sensor or something. Unplugged battery and still light is on. Thanks for any input.

Replace the blower motor resistor. It's such a common problem with cavs they even sell them on ebay now. They're about $30.
