Throttle on 93 Five Speed

I have a standard and the revs seem to stay too high between shifts, like the throttle is sticking. Anyone have an idea about this? Seems I had this problem on my 92, but I can't remember what I did about it.

No, it idles fine when sitting. No surges and not too high. Seems to be just when shifting.
