my monte carlo ran hot on me about 1 block or so from my home, once that happened my power steering went out, so i drove home and had someone replace my belt because it broke. ever since then it wont start. the batterty was checked, had a new starter put on and still nothing. lights, horn,and power windows work. what do you think the problem is?

Serpentine belts rarely if ever just break. Take the belt back off, and rotate all the accessories/pulleys by hand. I bet something locked up (most likely the a/c compressor or idler/tensioner pulley) and is keeping the engine from cranking. Try starting it with the belt off, if it cranks then you need to find the bound up component.
