'95 Astro fuel pump question

I have a failed fuel pump on my 1995 AWD Astro van (no humm - no start). It's been replaced a couple times already during it's 169K mile lifetime. I've looked for a fuse and can't find anything specific. I tried swapping relays with the other one next to it on the firewall (passenger side-top of firewall).

Is it possible to install an electric Holly fuel pump along the frame rail, give it 12v (switched) and ignore the one in the tank? What type of pressure requirement dies the 4.3L have?
