Having issues with dashboard and headlights on a 97

I have a 97 Cutlass Supreme and last week when I was driving home from work late at night I went to check my speed and the lights on the dashboard and instrument cluster were out! I thought that was strange and immediately assumed it was a fuse. Well I replaced the fuse and thats not the problem evidently because it still does not light up. But I looked closely at the odometer and hit the lock button on my keyless entry and noticed the instrument lights flash when the doors locked.

This may be related to a problem that occured about a month ago. The transmission went out on the car so my neighbor brought it to his shop and got a new one in there and while they had it they decided to try and disable the emergency parking brake light that is always on. Well they did that but when I got the car back I noticed that now my headlights are on all of the time as opposed to only when I switch them on. So I am completely stumped as to whats wrong and dont have a clue where to start, does anyone have any ideas?

Call the shop and ask them what they did to make the brake light go off, more than likely they fucked up something in the cluster or it's wiring. If you can't, this probably is going to be a pain in the ass.

Do you have an aftermarket alarm?

Did they disable the parking brake light by removing the BULB, or by disconnecting the wire?

and no i dont have any alarm system in it, just the factory keyless entry

Ok so an update:

He showed me where he disconnected the wire, so we plugged it back in. Now my headlights only turn on by the switch, but now my parking lights and running lamps dont work, as well as my dashboard. i checked the fuses and they are all fine, any ideas?

Problem Solved.

It was a blown parking lamp fuse underneath the hood
