I'm assuming you're referring to a valve used in the past that stops water (coolant) flow to the Heater Core. On your 1998 there is no such thing, the Heater Core is always the same temperature as the engine coolant.
Do me a favor.. since all the regulars on this forum seem to be on vacation... Could you please hop over to the LOL Forum, there's 100's of great folks there that sit and wait for your questions..  I'd like YOU to see what 100 Pro's have to say about your problem, Air Conditioner only blows hot air.
