'98 F150 Shifts Early, I think

It's got the 4.6 V-8, extended cab, not sure which auto trans, but with light pedal pressure, it shifts down too often. That thing loves 1800-2000RPM it seems. It cruises good when it gets up there, on level ground. The trans fluid is clean smelling and red in color. It has about 88k miles and shifts nice and tight and into O/D smoothly at 38-40MPH.

I'm thinking of tricking out the computer by resetting the TPS so the computer thinks I'm giving less pedal. Is the TPS in this year/model adjustable? What other way, other than an expensive programmable PROM chip, can I get it to shift later?
