Question 105,000 98 D

I was driving my wife's D and when I was at a stop sign I stepped on the gas pedal and I went no where . Engine was running, but for those 10 seconds or so I had the pedal on the floorboard and nothing. After that it ran fine. Fuel filter maybe? Also I heard that the fuel filter is in the tank. Is that true??
