2002 Sunfire 2.4 High idle Problem

I have a problem with the idle on my 2002 Sunfire GT, 2.4 Litre 5 speed.

History:
Idle start to inch higher and higher.. stopped at 1800 rpm when warm.

Changed spark plugs. Cleaner IAC
No Change.

A friend works at a local Small GM Dealer as a mechanic. Suggests it is a TPS , he orders one for me and tells me to bring the car in on a weekend when he is not busy.
I take it in. Puts the computer on it. With car off the TPS is reading 3% open. Change the TPS and start, Idle still high. Still reading 3% open.
He concludes that the throttle plate must be bent. We put the old TPS back on becasue it is not the problem.


I take it home and take the TPS off, and oblong the holes for adjustemtn.
I get it to idle at about 1300.. not bad, much better than 1800..
So I live with it and start looking for a throttle body.
Find one complete with IAC and TPS for $50.00 off the same year .

I clean it up, including the IAC.
Put it on today , and idle goes right back up to 1800 - 2000 .
Take it for a drive, idle sticks at the highest rpm.....

So I put the old one back on, didn't even clean it..

So now I'm at a stand still.
Anyone have any suggestions?
