Angry my car won't start why?

I have a 97 dodge neon that won't start could it be that it needs a new battery?It won't even turn over are could it be it jumped time I have no idea what's wrong with it? someone help me!!!!!

We’re going to need some more info to start:

-Did it stop running suddenly or did it just not start one day?
-Have you tried jumping it?
-If you turn on your headlights, do they come on bright and stay reasonably bright?
-When you say "it doesn’t turn over", do you mean that when you turn the key, nothing happens? No "rrr-rrr-rrr" from the engine, just dead silence?

It could be the battery, it could be the starter, it could be the wiring, it could be the ignition switch, it could have thrown a rod, hard to tell. Lets try to narrow it down step by step...
