Need a few references...

I am interested in getting a racing chip installed on my ECU, a jdm p-13. i have searched e bay and there are lots of spoon and mugen chips but they are all...cheap. dirt cheap. i find it hard to believe that these are "real" chips for that low of a price. some 8 bucks i think. i have looked into Summit Racing and Jegs, but they only CATER toward non-imports in performance upgrades. Bastards! My question is this. HAve any of you have got a chip before and what are some good, honest places to buy one. other than ebay, i've been burned before....does having a jdm engine and ecu matter

Those E-bay chips are garbage and knock-offs of the real thing. In fact, they're rarely even close to the actual programming. But what kind of mods do you have done to your car?

Don't cheap out. Go with something like Crome or Hondata. Your car has to be OBD1 to use those though but they are the best on the market. If you cna find Neptune and then someone to tune it, that's even better but good luck finding it.
