What is this and why would anyone do this...
THe other day I was under the passanger side of the dash board and this is that I saw...
  what is this and why would you do that....? please help

That is your AC thermostat.It looks like someone wired it direct.Probably because it is bad.If your AC works fine,I would just leave it how they have it.Your AC might ice up.If it does just shut it off for about 5 Minutes.

my guess is someone wanted the ac fan on constantly so they just fused it
