Won't turn over

i have a 89 crown vic which isn't starting. The car has sat for some time.(about a year) The relays were full of gewy stuff so i went to a junk yard and found some good ones and spliced all the new ones in. still not starting. whats wierd is that if i jump the wires (green relay) with a paper clip, the fuel pump kicks on
