Re: Wipers On And Off

The '95-'96 has a problem with the circuit board going bad, which is attached to the bottom of the wiper motor housing - bad solder joints on the circuit board. This could be your problem, or it could be a problem with the electrical contacts underneath the circuit board.

What year, type vehicle do you have?

All GM and GMC trucks from 95 to 98 had a bad Pulse board design.
(As DelCoch mentions, bad solder joints)
More likely than not the problem.
Replacement boards available at most parts stores for ~$35.00.

You just take out the 4 or 5 torx bolts that hold on the cover, it's right behind the ignition, on the firewall, at the base of the windshield. Take those out, swear when you lose one down inbetween the firewall and engine. Then pull the board out. You can re-solder the power leads if you want. It may last for a while but the 3 bucks isn't bad for the replacement. Just plug it all back in and go for it.
The slow wiper situation sounds like it could be the wiper motor, though. The pulse boards had more of an issue with the wipers not working at all, or when they felt like it.
Lotsa luck

I agree with the above.

The bad solder joints are actually at the connector end on the pulse board.
(some of the earlier models had a problem with Capacitors vibrating and craking the solder). I just replaced the board, as I couldn't find any bad solder joints.
Mine has 2 T10 torx bolts holding the cover on (it sits on top of the wiper motor), disconnected the connector at the top of the board, and slide it off the wiper motor housing.

Re: Wipers On And Off

I wish I had seen this earlier.......

GM has a non expiring recall on this issue. They will replace the board for you, free of charge.

I had mine replaced in 2004 on a 96 s-10.

On my '97, The "Special" recall ended at 7 yrs, or 70k miles, whichever came first.

I missed the "special" recall by 1 month.
