Fuel Pump always on when key is on Please Help!

When I turn the key to On but do not start the engine, the fuel pump sounds like it is continuously running?
Is this normal, or should it shut off after a while?

With the key in "on" or "run?" In On, the fuel pump should not be running. When you turn the key to "Run," the pump should run for about 3 seconds to pressurize the system, then stop until the engine is started or key is turned off for some amount of time.

Are you sure the sound you are hearing is the fuel pump?

Rod, as you assumed I mean with the key in 'Run' but with the car not started.
I'm pretty sure it is the fuel pump becuase it the sound is comming from the fuel tank and during this time I hear a hissing sound near where the fuel enters the engine.
I just put a new fuel filter on the car in an attempt to get it to start again.

To verify it is the fuel pump I'll remove the fuel line by the engine and place the end in a container and turn the car to 'Run'. I'll report back.
