'04 Ranger vacuum modulator problem?

I am in the process of getting a Ranger. It's currently back at the dealer for them to check into this problem. I just wanted to see if you guys could help to clarify the problem.

From talking to friends and doing some research I've come to the conclusion that it is the vacuum modulator, let me explain:

It's an automatic tranny and it shifts hard into second gear. It actually shifts akward into each gear, but more pronounced in second.

If I lightly gas it it will shift just fine, no problems what so ever. But if I give it any decent ammount of gas it will shoot over the normal shifting point (30 MPH, roughly 2.5 RPM) and not shift until 40 MPH, roughly 3.5 to 4 RPM.

I'm sure there's more info I could give, if you all require any more just ask.

mine does the same thing. there is a tsb for it. im not sure of the fix offhand though
