1996 voyager doesnt start

hope fully some one out there canh help me i cant start my van when i turn the key the starter does not turn but for some reason the light on the dash turn on and the wiper turn on even if the switch is offi check all the fuses so i dont think its a short im thinking its the starter but im not sure please help me

If you're saying you are seeing dash lights and the wipers come on with the ignition switch off I would think the ignition switch is bad. If you're saying the wipers are coming on with the wiper switch off that's a seperate problem (that many have).

For the no start issue I'm assuming all you hear when you turn the key is a click or nothing at all.

Here's a few easy things to try:
> Clean and tighten the battery connections
> Jump start the van with another car using jumper cables
> Barrow and install a known good battery
> Wiggle the gear shift lever as you try to start
If the second or third trick help, you'll need to either have the battery charged and load tested and/or replace the battery. Dash lights coming on doesn't mean the battery is good.

A little more work:
> Tap on the starter as you try to start. It's round and located at the bottom front of the engine. You'll have to reach under the front of the van. If this lets it start, change the starter.
> Reseat or replace the starter relay in the fuse box next to the battery

If nothing helps, you or a mechanic will have to troubleshoot the starter circuit. Here's the voltage path: battery, ignition switch, neutral start switch, starter relay, starter.

Your wiper problem is probably the wiper switch or possible the Body Control Module better known as the BCM. I have the same problem on my van. Years ago the dealer changed the switch. It worked for a while then started again. I've been removing the fuse during the summer and living with it the rest of the year.
