Hey, new guy here, Dakota front end whine, 4 wd...?

Hi all,
I searched the AF for comments and questions similar to my issue but I get EVERY vehicle out there, not Dakota specific. Sooo, sorry if this is a redundant question but...
My 2000 Dakota SLT has developed a sound in the front end that made initially me think that the FWD was engaged but I have engaged it and taken it back out (with the lever) and it really does not "Feel" like it is however, the howling (perhaps a bit of a strong word, but getting close) coming from the front end is really beginning to concern me.
What do I look for first...?

I have a whining sound that comes from my power steering pump. Had it to the dealer and they didn't say anything about it though.

I should have better to described the noise, sorry, it is not a whine really. The sound is more of mechanical "sound".. as if the tires are humming only more visceral and gear related... It is really hard to describe now that I try to.... It also produces more vibration through the wheel and floor.
I'm thinking that the 4WD shafts are engaged and just making more noise than usual. Now that Spring is here I can take it off the road and check things out.
