2003 s-10 emergency brake problem

I was on the highway yesterday and the truck started to vibrate
so i pulled over and noticed the back passenger tire was smokin
so i checked the rotor and it was HOT! so i cooled it down with some water
the tire was also hot.....anyways im thinking that its the emergency brake

This morning i took the tire off and looked at my pads and they look
brand new so the friction has to come from inside the drum

my question is I have a 2003 s-10 4 door 4x4 and would like to
adjust either the emergency brake or the brakes its self
or do i have to do both??
