sluggish tranny '97

just bought a nice '97 at an auction. Have to give it gas for about a second and a half to get it moving. Plenty of power, but it won't shift out of 1st. There's a long delay when shifting into reverse also. Changed fluid...was real dark, but no burned smell.

I suspect staicking selenoids, but it also feels like low pressure. Bad tranny pump? Where do I test trans fliud pressure and what should I expect for values?
