99 cougar V6 Break switch

99 Cougar brake lights do not come on cruse will not disable using the pedal and the grear shift safty will not disable using the pedal, is this the brake switch that has broken and if so is it covered under the recall at http://automallusa.net/1999/mercury/cougar/recalls.html

Take it in to the dealer to see if they will fix the switch under the recall.
