Angry P0446 code and fuel related problems on 97 Blazer

I got a new code (P0446) come up on my 1997 Blazer. I had it checked out at the shop they told me to make sure my gas cap is tight. I filled up without overfilling and made sure that the cap is on tight. THey cleared the code and 150 miles later it comes back with the same code. They replaced my gas cap from GM and cleared the code and then 50 miles later it is back. I said to hell with it and just ran with the annoying light on. But since then my fuel pump was making a higher than normal whine even when full and on a trip it stalled on me and after 30 seconds i could start back up and drive 2 miles and it would do it again. Now i cant even barely keep it running in park for 30 seconds. I also need to mention that in the last 4 years that I have owned this I had to replace my fuel filter at least once a year and everytime I changed it there was small black specks about the size of pepper coming out of the filter. I ordered a new fuel pump assembly and filter. I was told that the pump assembly could be disenigrating in the tank and pluging up the filter. And I can't drive with the tank at 1/4 or less. If I do it acts like I am running out of gas.

Will changing the pump and filter actually help. Any other help will be great

Re: P0446 code and fuel related problems on 97 Blazer

DTC P0446 EVAP Canister Vent Blocked...could be:

A faulty EVAP vent solenoid(stuck closed).
A plugged, kinked or pinched vent hose...Verify the vent hose between the canister and the EVAP vent solenoid is not restricted.
A shorted EVAP vent solenoid driver circuit..inspect the EVAP wiring.
A plugged evaporative canister.
All help gratefully received.

You may need a fuel pump. A fuel pressure test would tell the story on that end.
But fuel pump will not help on code 446.

MT-2500, if the fuel tank get's too much vacuum, will that affect fuel pump performance?

If the pump was real weak or worn out it might but a good pump it will not affect it.
