Won't start

I just replaced a fuel pressure regulator yesterday and today I tried to start it. It will turn over but won't start there is fuel at The check valve everything is buttoned up right (I believe).

Need to know what the fuel pressure is. The Vortecs need 60 - 65 PSI to start.
