Need help with BUMPSTOPS/shocks asap

Im took my old shocks and springs out and apart and now im putting htem back together.. I have two questions

1. are the bumpstops supposed to be moving freely like up and down the shaft or did i put them on past a point where they should sit?

2. When I tighten down the top nut to compress the spring, on one of the fronts it goes on a good inch and on the other front, only half an inch and then stops...

I really need any info asap, my truck alternator died last night and my car has no wheels or suspension so...

if it's stock set up then they should sit at the bottom, so that the shock is not compressed all the way i believe. and i really dont understand your snd question.
