Why is OBD2 engine better off w/ OBD1 ECU??

If I have an OBD1 car and I swap in an OBD2 b18c engine why is it better to have an OBD1 ECU? I have a 94 Civic cx non-VTEC and they say I can run the VTEC wires to the ECU.

The OBD2 ecu's have more emissions controls, and the OBD1 just looks for less stuff. Also if you ever plan to chip the ecu , because you decide to go with an all motor build (higher compression, wilder cams; not just simple bolt-ons) or if you go forced induction; there are more companies that make engine management systems to work with OBD1 than for OBD2. And since you already have an OBD1 car, you'd need to buy an OBD1 to OBD2 conversion harness to be able to plug an OBD2 ecu in.
