93 chev blazer/ everything new in fuel system but

I have a 93 blazer 2 wheel drive that has been in the shop twice, and I have had new fuel lines,fuel filters,fuel pump,all new wirering an the popets replaced and a complete tune up done on this blazer costing me about $1200.
And yet it starts when it wants to. the issuie is the fuel pump kicks in when it feels like it. ive replaced the fuel relays and checked fues an double checked all the wiring for shorts. and still it starts when it wants.
I have know idea what to check next. i've replaced the fuel pump 4 times not to mention the other two times it was in the shop. I 'm lost.
If anyone has any ideas that would help I WOULD GREATLY APP. THEM.

The fuel pump relay is a good place to test.
Power to relay on orange wire?
Power to fuel pump on gray wire?
If power to fuel pump gray wire check for good ground at fuel pump.
After the 30 second prime .
The ign has to have a spark and rpm reference pulse to turn on fuel pump relay?
When fuel pump will not turn on check for good hot blue spark.
If no spark repair secondary ign.
