New heads,, now it wont start

Ok guys, i did the head gaskets and ended up putting a set of reman. heads on and it buttoned up easilly. All looks good, but it turns over and will not actually start. I have fuel, and i have spark, and it does not backfire. Firing order is correct and i'm stumped. Anybody want to chime in and lend a hand?

Do the injectors pulse, you have fp but what about pulse, will it start with starting fluid, all the pushrods in the right order, got compression, these are basic diagnostic steps done on site. What year?

I didn't check compression yet, and i have yet to spray starting fluid into the t/b, as i got frustrated and left it till tomorrow. It's a 95 with a 3.1L.
